Seminar title: The Political Economy of Failing Aid in Karamoja

Abstract:

The aim of this paper is to understand the reasons why aid has failed in Karamoja, and the ways in which its failure has been reproduced over time. The paper employs a political settlement framework to understand the reasons why the outcomes of aid institutions and policies have been repeatedly failing, particularly in the time period from 1980 to 2014. It does so by showing the ways in which the distribution of power across institutions and organizations continues to commit different players respectively to fund, design, implement and manipulate failing aid policies and programmes.
