GRI is seeking a Senior Gender Advisor for the anticipated USAID-funded Land Rights and Conflict Resolution program in Liberia. The Advisor will have accountability to ensure the strategic development, delivery of project results for gender and women’s programs, and client satisfaction for gender equality in project components.

Successful applicants will have: Masters in gender, conflict resolution, development, rural planning, land use planning property law, or related; Ten years of experience developing and managing gender, property rights, and conflict resolution programs; Prior team lead experience preferred; Fluency in English required, fluency in at least one local language preferred.

Chief of Party, Public International Law & Policy Group, Kenya

PILPG’s Kenya project seeks to build the capacity of civil society organizations, the legal community, and officials within the Government of Kenya (GoK) to provide domestic accountability for election-related violence and politically-motivated human rights abuses.  The project aims to build the ability of these actors to effectively utilize existing accountability mechanisms and increase their knowledge of international standards and comparative state practice on domestic accountability for international crimes.  In addition, PILPG works closely with local partners, including Kenyan lawyers and civil society organizations (CSOs), to coordinate efforts, particularly on activities such as strategic litigation initiatives.  With respect to strategic litigation initiatives, PILPG provides expert advice and guidance during the litigation process, and helps support a network of Kenyan lawyers interested and engaged on public interest litigation.

PILPG is seeking a professional with at least seven years experience in the field of international law, with particular expertise in such matters as transitional justice, litigation, and international human rights to serve as the Chief of Party for its Kenya project. Experience in conflict areas preferred.  The Chief of Party will be based in Nairobi, Kenya.  He or she shall work under the supervision of the Kenya Project Director, who is based in the United States.

Liberia Resident Director, Civic/Elections Program, Monrovia

The National Democratic Institute for International Affairs (NDI) seeks a Resident Director/Senior Director to oversee and direct the day to day implementation and management of NDI’s multi-million dollar programs in Liberia, including overseeing all aspects of programmatic, staff and office management. The successful candidate will possess strong staff and program management skills, as well as citizen participation, legislative development, and elections experience. The Resident Director will provide leadership and development to a team of talented national staff and will be NDI’s principal liaison with the donor and diplomatic communities, representatives from the Liberian government, and local political and civil society organizations.

NDI has supported democratization efforts in Liberia since 2006, and is currently implementing an Embassy of Sweden multi-year program to strengthen citizen-centered political engagement, including supporting thematic advocacy campaigns. A multi-year U.S. Agency for International Development (USAID)-funded elections support program for citizen election observation supporting domestic election observers who will collect, analyze and disseminate information about the electoral process, is currently under negotiation and should begin by August 2014.

The Team Leader will be responsible for overall management of the project, including operation start-up, implementation of the workplan and budget, staff management, coordination with project stakeholders including UNICEF, CRN, and the South Sudanese Government, leadership on monitoring and evaluation, project reporting, and organisational representation. Political Economy and Research Director, Saferworld, Kenya

Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives.  We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. We have a strong thematic focus to our conflict prevention work prioritising: access to security and justice services; arms controls; aid and conflict; and governance and peacebuilding. We contribute to lasting change in specific countries and regions and internationally through a combination of research and policy development, advocacy and through supporting practical action at the local level in conflict-affected societies. We currently have country and regional programmes in Central and South Asia, the Caucasus, Eastern Europe, the Horn and Great Lakes regions of Africa and the Middle East and North Africa.

The Political Economy and Research Director will provide overall leadership on guiding the areas of analysis under the programme and coordinating the various research aspects of the programme. The Director will be required to chair the Project Leadership Board (PLB) which will bring together the consortium members and DFID to oversee the strategic direction of the programme. The Director will also lead on the development of the research element of the programme on Somali Political Economy.

Policy Specialist, UNDP, Eritrea

In January 2013, the UN System and the Government of the State of Eritrea signed a new Strategic Partnership Cooperation Framework (SPCF) for the period 2013 – 2016 focusing mainly on: Basic Social Services, National Capacity Development; Food Security and Sustainable Livelihoods; Environmental Sustainability; and Gender Equity and Advancement of Women in Eritrea. Under Capacity Development, MDG 3 and 8, UNDP’s Country Programme Document proposed to support the enhancement of national capacity in the following strategic areas: (a) international relations and human rights, diplomatic engagement, and implementation of Universal Periodic Review recommendations; (b) trade and investment negotiations and policy formulation, which will improve the policy regulatory environment and thus contribute to attracting foreign direct investment to spur the domestic economy; (c) disaggregated data collection, analysis and dissemination and the establishment of a comprehensive and gender responsive national data management system to inform evidence-based development planning and management. In addition the Country Programme Document highlights support to women in leadership and higher decision-making positions. It will also support the National Union of Eritrean Women and key national institutions to strengthen its human and institutional capacities to mainstream gender in national policies and strategies.

Required Skills and Experience: Advanced university degree (Masters Degree) in Political science, international relations, international economics, law, public science, or other related social sciences; At least 7 years of proven experience in policy, advisory and strategy development, research and policy-level analysis. Experience with democratic transitions a plus; Proven advocacy and engagement with senior levels of government, United Nations, and donors; Experience working within the United Nations and in the Horn of Africa would be an asset; Fluency in English is required.
